Best thing is to draft a new bill modifying that part of the new law, and get it to the floor by next October, just before the election.

One blatant example -- Senator speaking in favor of the TARP bill pointing out that 95%+ of her constituents *"don't understand it or maybe opposed to it." *She is up for re-election next year.
