It absolutely does, all of the above including the US Corps of
Engineers.


Would the local power, water, and other utility companies provide
utilities to the live aboard boats / docks / residents?


Utilities will supply power to the owner of structures on land
adjacent to the dock. It is the responsibility of the dock owner to
install shore power.
