This does sound illegal unless Massachusetts has some very loose
public records laws. After all it is a blue state so they might not
want people know what they are doing. Essentially Romney had his
people buy the hard drives on their office computers and destroy them
after he removed any trace of Emails and other correspondence from
official records.
You could go to jail in Florida for doing that. (sunshine law
violation)

Here in PA you could go to jail as well.
