Those republicans did not hold a gun to the head of 157 democrats and
2 independents to get them to vote for this bill AFTER Gramm added his
amendment. As you noted, they virtually all voted against it BEFORE
the Gramm amendment.

It sure sounds like they supported the Gramm amendment.
