Default long term mooring design - an engineering question

Every reference source I can find indicates that using a mooring float

mooring lines and pennant!

You'll be fine without the mooring ball. There is a club on Long
Island Sound with many large boats and a very exposed mooring field.

They have never used mooring balls. Penants are shackled directly to
the chain and a pick-up stick with a long piece of light line is used
for retrieval.
