I think the rate in DC is about 80% now.
Actually, MA did some research on this and stopped paying for addition
children to welfare moms. Illegitimate children to welfare moms dropped
big time.

His example is probably made up bull****, but it is correct that
people, no, parents were encouraging their children to become pregnant
because, "we can use the money." Where were they schooled in such

Actually, it isn't bull****. Part of the Welfare Reform acts of 1995
and 1996 and by 1996 illegitimate welfare births peeked and dropped in
subsequent years.
