cloud chambers would have known this was true decades ago. *Cosmic
rays are the main source of "noise" in cloud chambers. *Even worse,
charging not only nucleates vapor droplets but stabilizes them against
evaporation as has long been known, a phenomena known over a hundred
years ago.
