Of course, none of that matters, since the rules clearly state
restricted in ability to maneuver is the key item.
You finally got it. here is hope for you yet.
From what I am reading the issue may have been moot as soon as the
sailboat moved into a designated no go area in front and aside the
larger vessel... Could be wrong though..
