Those Eisenhower tax rates are deceptive. Rich people never paid
anything like what the rate would indicate because they had a lot more
tax shelters and things they could deduct.
The biggest reform of those tax shelters happened under Reagan (1986)

who raised taxes 11 times. bush's 2 tax cuts created much of our
deficit
