Command line option does not load the registry. But you have to know
the command line.

I don't know if it is still there in Win 7, but making a CMD.EXE boot
disk putting some choice utilities on it used to also work. Great way
to bust into a machine.

Plus Linux. Also great to make whole image backups of the persnickety
windows OS.
