That totally sucks! There should be some type of maritime law about
not coming to the aid of a distressed vessel.

There already is a law for vessels operating in international waters
or under US jurisdiction, not sure about Russian vessels operating in
inland waters but I'd be surprised if they don't have something
equivalent.

nav rules aboard although many people and boats are not in compliance.
