Larry,

I would seem that the two issues that apply to almost everything these
days would work here as well.

I bet the person that answered the phone has been told that if he does
not advise only that you stick to the given line - his replacement will.

And

Given the capability of most of the people answering the help lines
these days - he probably has no clue what the actual issue is.

Back at the begining of the OBD (On Board Diagnostic) requirement, there
was a considerable pressure from the regulatory agencies to force a "Run
Worst Mode" in the system (so when the light came on the car would run
like Sh*t causing the owner to seek correction promptly). This would
not have been simple to do and would have involved very significant risk
to the manufacturer. Think of the stupid litigation you have heard of
and then use your imagination.

I myself would not even consider taking apart an engine that has no
performance loss issue.

Thanks, Matt. After downloading 20 different owner's manuals for all kinds
of Honda power equipment last night and finding the same requirement now in
all of them, I suspected some government bureaucrat was involved.....

But, why couldn't Honda Power Equipment just SAY THAT on the phone when I
asked them WHY this expensive job was a requirement? It would have been so
easy.....
