It's the establishment of an initial negotiating position.
The bottom line is that the entire health care system in the US needs
to be overhauled, including Medicare. It will mean looking at other
expenditures (such as the Pentagon) and making radical adjustments.
Someone has to start the ball rolling. All the politicians in Washington
have been sweeping these issues under the rug for years.

GOP free market fundamentalists are enthralled by the rich
