Lincoln - 1527% increase in spending; this is obviously due to the
huge expenditures for the Civil War.
FDR - 836% increase. Again, massive war spending skewed his numbers.
George W. Bush: 87% increase. (Though only 73% if you lop off the last
year and don't credit/blame him for the stimulus that passed in his
last months.)
Ronald Reagan: 82% increase in federal spending during his tenure.
Obama: Even if you want to attribute all the stimulus spending to
Obama, that still only represents about a 20% increase in federal
spending - somewhat less than any other President's term in the past
45 years. Claims that he's increased spending "more than any other
President" are blatant exaggerations.
