You mean, kind of the way it was for years and years before we went into
Iraq? And Dude, if you believe it's an "enforcement of the no-fly zone
only by other nations", you are just gullible... We are the ones with
planes there, 120 missiles, and a lot of other assets too.. Oh, and you
can bet we have "observers" (special forces), helping (calling in air
strikes) from within theater, another words, "boots on the ground"...
