Since we talked last, my wife had another incident at work (a server's
car is stranded in the community until he gets insurance) and she
asked her deputy. He says the policy is based on the idea that driving
without insurance is illegal and letting a person driving away from
you when you know they are uninsured could make the county liable if
there was an accident, in addition to ignoring an ongoing illegal
activity.

Stranded? How's that? What if the payment was sent, but there's a
screw up with the insurance company (that never happens, right?). You
really believe the car is going to get towed? Doesn't sound like her
worker's car got towed either.
