the way the coast guard defines it is, they have jurisdication over an
american flagged vessel anywhere in the world

and over any vessel in US waters

so if you are an american flagged vessel in international water, the
coast guard will enforce US maritime law


Then if charged, self defense should work.

The problem is you most likely will not have the M16, Glock, and RPG that
would be nice to carry, as you can not land in most ports with armaments.
One of the reasons large oil tankers are unarmed.
