Unfortunately the only difference between Somali fisherman and pirates
is guns and opportunity. Frequently they are one and the same, and
there are a lot of them. Imagine trying to track all of the fishing
boats off the coast of Florida.

Well, it seems like there is a pattern recognition problem. Perhaps
