The woman's name was Chandra Levy. The man convicted of killing her was
Ingmar Guandique, a 20-year-old Salvadoran who already had admitted to
assaulting other women. The convict is a member of Mara Salvatrucha
gang. He's to be sentenced tomorrow, the 11th, and is facing a sentence
of 30 years to life. He confessed to murdering Ms. Levy to another jail
inmate and fellow member of the same gang.

There is no evidence connecting the former congressman from California,
whose name happens to be Gary Condit, not Grey as you called him, with
the death of Ms. Levy.

He seems unable to put together facts, even about well-known events.
Chandra Lev instead of Chandry Levy, Grey from California instead of
Congressman Gary Condit and blaming the killing on "some poor black
guy," though the perp turned out to be a Salvadoran member of a
notorious gang.

My guess is that what little mind he has just fills in the blanks with
whatever pops in there.
