Once saw some of the Moorings guys suck a messenger line through a mast laid
out on the dock using a shopvac. As I remember they had something light
attached to the end of the line for the vacuum to "get hold of"- worked a
treat.

If it's a deck stepped mast laid out on the dock, then one of the
shrouds makes an excellent makeshift fish tape -- just the right
length and stiffness.
