Life on a mooring

This is 100% locality dependent.
You have to ask in Newport Harbor area to find that information out.
If you purchase a mooring, you probably won't get any services with
it, and will have to pay a charge for additional services at some
local marina. Call and find out what those charges are.
Sometimes there's a charge (daily/weekly/monthly) for a dinghy dock
which includes those folks that anchor out too. This charge may or
may not include trash disposal, showers or internet access.
If you rent a mooring ball from someone, that's a bit different.
Mooring balls at the City Marina here in Marathon allow you to park
one car, have one bike, and get one pumpout a week. The new guy at
the marina just told someone that there's no dinghy dock and no
showers, but I have a hard time believing that, especially about no
dinghy dock.
The marina where we are now has some slips wide enough for multihulls,
and a lot of times those folks are on a face dock somewhere.
