The governor of California actually has huge power. Extremely huge. But
Arnold did not use it. The governor has the "LINE ITEM VETO" in this
state. That is great power if used.

Too bad you're misinformed. Firstly, Cal governors have very limited power.
Secondly, he did use it on more than a few times.
