Can't, the democrat congress already has.
Clinton did it during his term... He sold all of our missile and rocket
technology to them for a 2 million dollar loan before the second term
election. That's why those spys were allowed to go free after giving the
Chinese laptops from Alameda (sp?) full of all of our technology. A few
years later they shot down a satellite using that same technology...
except that bush sold all of our manufacturing to the chinese. that's
why our trade balance is so poor
