So you want private citizens to have the ability to demand, at
gunpoint any person to show his legal papers? Or just to demand any
person with an accent to show his legal papers?

How about lynching homeowners who hire workers standing around Lowe's
to work with them at fixing their roofs? They don't *know* those
hires are illegal - in fact the odds are good that they aren't
illegal. But that's the same thing with businessmen who don't spend
a lot of money verifying the papers of those they hire.
