If you are correct that it takes more electricity to make the hydrogen

explain the savings realized by public buildings powered by fuel

Are those buildings using hydrogen or natural gas as input to the fuel
cell?

The Des Moines landfill is using the mostly methane gas created by the
decomposition of the garbage. They don't use fuel cells, they have
five big Caterpillar spark ignition engines. The 6.4 MW generated is
equivilant to about 1700 HP from each of the five engines.
