Is the engine reaching max allowable revs?
Is the bottom of the boat clean?

Very good. It seems that after hanging out here for 20 years, you did
pick up a few tidbits of information.
ok, so i have been doin some research on this problem and one boat
owner said there was a leak in the hoses between the pickup on the
bottom on the outdrive and where it goes into the pump on the engine.
He suggested that i close off the holes on the outdrive and put water
in from the hose that goes into the pump, to see if there are any
leaks. When i put water through the lines water was coming out of two
spots on the outdrive, and i was under the impression that there
should be no holes in the system between the outdrive and the engine.
Does anyone know if this should be a sealed system, and thus only
water should come out of the pickup holes on the outdrive?

No computer to hook up a scanner to.
Engine performance is not related to cooling unless it is
overheating. If it is overheating you see it on the gauge. It's ok
for water to come out of holes on the outdrive.
Take it out on the water. Find a nice clear stretch. Push the
throotle all the way open. Let us know how high the tach gets.
You're looking for something around 4400 rpm plus or minus a couple
hundred. If it doesn't get to that then you have a performance
problem. I'm guessing the 23 means it's 23 ft long. Cuddy or
bowrider? I'd expect a 23 ft boat to be able to run in the mig to
high 40's mph with a 350 in it.
We need some more history on the boat, how long have you had it, does
it have the original prop, has it performed differently before this?
