Well, there's always a trade off isn't there.
Unfortunately the trade off is the quality of the education for most
of the children to meet some obsolete goal set in the 60s for a
problem that no longer exists.

No. It's got nothing to do with "most" childen. There are perhaps a few who
are adversely affected. The vast majority are suffering from the lack of
quality education because of other issues. For one thing, the underfunding
of No Child Left Behind.
