George Bush did not spend 1 dollar that was not allocated by Congress.

that is correct. and he spent a trillion on a war that went nowhere
but, by the time voters told him to fire rumsfeld, it was too late. we
already had the dog by the tail.

and bush cut taxes on the rich, without finding a way to pay for them.
the rich have a laughalbe idea you can cut taxes and the increase in
economic activity will pay for it.
