You asked:
1) All health care the US government provides is funded 100% seperately
from general revenue and not drawning into general revenue. Health Care

4) What will be covered and what will not be covered, how rationing and
limits will be applied to be published in the wide open Internet for all
to see. Even if you max out your limit, how in time it is earned back.
Call this the public health care service level agreement spelled out so
a 2 year college graduate or elss can understand it.
5) If you are illegally in the USA, you must pay or be denied services.
Government will not pay nor subsidize for illegals. There will be heavy
fraud penalties.
6) 5% national health care sales tax on everything except for basic
staple foods and education. It does not stop by congress to get
squandered, get skimed or banboozeled to death by an overloaded fat
governemnt. 100% of goes straight to the health care fund. Every year
the fund is in arrears it goes up. Every year the fund is in surplus it
goes down. At no time will it be allowed to carry a debt runing longer
than 182 days running, always targeting a zero balance. This is to
prevent governemtn abuse.
7) Government will set a fee schedule for their services. Their rates
will be linked to national averages give or take.
8) Government will have broad powers in audit, fraud and be able to yank
a medical practice to a nation wide blacklist. Not of this state to
state BS today. You screw the system with double billing, you could be
in jail and will certainly lose the right to practice medicine. If you
are an individual participating in frauding the system, maximum sentance
is slave camp for life.
9) If you are a bum squater, drug user and low life-life style
government will provide services. However you will be last in line and
maximum liabilities will be less. Hell, you shoot up with AIDs infected
needles, so sorry spending $10,000 week to keep you alive isn't in the
budget.
10) $20 copay, 10% on procedures over say $30K to prevent abuse. Double
or more if you choose the doctor/hospital out of plan. So if a bored
parent is looking for a goof off day for Johny's whining, let them pay
for wasted visits. If it is serious, $20 is squat.
That is a 90,000 ft overview. It would take 30 bipartizan and rational
man years of good social engineering to make it work. Because if you
don't design it to catch and prevent abuse by government, health care
providers and people at large, you will just have you asses and pocket
books picked and crappy services.
And to make sure it isn't f---ed with later by congress make it an
amendment to the constitution that isn't so easy to break for the
corruption of it.

unConstitutional in many provisons. Try again.
