Daughter had an interesting idea, "hang it over the side". She
suggested putting tubular webbing straps around it and hanging it over
the side from the toe rail. Not sure what to think of this.

Don't give it another thought. Your boat does heal doesn't it? And I'll
bet you even bury the toe rail occasionally. I can't even visualize what
might happen to the portaboat dangling off the side.
