There is already access to high risk pools. The costs are 3 times or more
than for everybody else though.
"States are not required to have an alternative option for medically
uninsurable individuals to access coverage, but most do." Now, there's a
guarantee. Cost wouldn't be an issue if there was a public option or *gasp*
single payer. Everyone's cost would be lower.
