and Germany, for example. In Germany the laws are enforced.

One law that used to catch a lot of soldiers is that forbidding drinking
while
driving. Many times a soldier would be drinking on his way home, and a
German
would see him get out of his car with a beer in his hand. The German would
then
call the local Polizei who would knock on the soldier's door and give
breathalize him. Then they'd haul his butt downtown.

You don't see the aggressive driving in Germany that you do here, because
over
there a citizen can make a report to the cops. A cop isn't required to
witness
the behavior.
