So why not Halifax, Montreal, Toronto etc? Halifax is on the way to the
US. Over booked? Have to wait 2 years? Maybe get lucky and someone
ahead of you dies first opening up their rationed slot?

Americans better get used to it, it is how government controls costs.

hospitals dumping patients on skid row when they ran out of money? or
the HMO's who deny cancer medicine because it's 'too expensive'?
