Herring spent 20+ years in a military sinecure, doing nothing of
significance and drawing pay and benefits, and as a military retiree,
he's still drawing pay and benefits. It's damned nervy of him to
whine about anyone else gaming the system.

Serving in the military and drawing a pension and benefits is not
gaming the system.
All of Harry's union buddies do the same thing. The difference is that
they did it for themselves - not their country.
