Actually, it was during the Kennedy administration, per the agreement
that was completed in 1959. But, it had little to do with the Cuban
Missile Crisis directly. The Bay of Pigs was a more direct link, and that
was an inherited situation, although he was in the presidency when the
invasion went forward.


If I am not mistaken, he gave the final authorization to proceed.
