We need a 12 gauge flare gun that will fire 12 gauge 00 Buckshot -

If you fire a live shotgun round in a flare pistol you will likely be
picking it out of your teeth and other inconvenient places. Tests
have shown that they are not even up to firing a .410 shell with a
steel reducing sleeve in the barrel.

Even if the launcher could handle the force, the range would be about 3
feet. The burn on a shotgun shell is most likely designed for at least
16"
barrel.

I have fired a 12 gauge shell out of a 6" pipe and it sounded pretty
convincing. I didn't chrono it but it would certainly back the bad guy
up.

BTW if you did have a short barreled shotgun (less than 18") you would
need a $200 tax stamp for it. Technically that pipe I put down on my
old Monkey Ward single barrel shotgun receiver was a violation of
NFA34 but I was probably young enough to be tried as a juvenile.

I did assemble pipe that into a last ditch, end of the alley weapon
and it ended up with a DC cop who thought it was an interesting idea.

Ithaca sold some double barrel shotgun pistols. During Prohibition to the
syndicate. But I think they were 10" barrels. 20 guage mostly.
