Actually he can't do that. Either has to veto it or pass it. To pass it,
he either signs the bill or lets 10 days pass. The only time that can not
happen is on a "Pocket Veto". And most budgets are not passed less than 10
days before adjournment.


or he can tell the house he's going to veto it and have them get their
asses in gear and do something he wants...there are all kinds of
options
