It really is time to pull out when you get to this situation.
All you can do is train the local 'goodguys' and hope for the best.

The second they start messing with the ROE intended to assuage the
civilians (which in this case is debatable anyway) such that soldiers
are constrained from doing what they do best, it's a lost cause and
you might as well pack up and head home.
