They have (or had) a large assembly plant in Mexico and the bugs were
all over the place last time I was there, by far the most common

Yes, most of the cabs in Mexico City are bugs also. I was there on
business for a couple of weeks and we had some of the strictest
security precautions I've ever seen. In order to get a cab it had to
be called by one of our people from an approved account. They would
give me a car number and a password. My instructions were to not get
in the cab unless the number matched, and the driver told me the
password. It was interesting. Most of the drivers spoke little or
no english and me espanol es mucho un poquito.
