I would say that 99% of what happens is going to happen within the first
15
minutes IF a cop came, and what the attitude was, and if the person had
their paperwork showing a right to claim the boat. Even the cops have
better things to do, and they probably wouldn't be there five minutes
before
being dispatched on something more important.
