The way I understand it there is a vibrant free market in Vietnam and
if the government tried to stop that, they would have another
revolution. Hopefully we wouldn't go to that one.

NK is just a dictatorship with no economy. You certainly can't say Kim
is taking care of the proletariat with the fruits of production. Cuba
is really the only functioning communist country in the world

VN was never really communist. They sided with the Red Chinese, because we
would not support those who wanted their country back. Truman screwed up
big time letting France back into their colonies after WW2.
