You're right. They can hand out their prizes to whomever they damn
please. They don't have to justify their decisions to anyone. Who knows.

You're right. As Harry pointed out, the prize was to have been awarded
to, "...someone or some organization who "...shall have done the most
or the best work..."
Note the past tense - 'shall have done'.
Obama had not done squat when the decision was made.
Nope... not true. They only voted recently. He's accomplished more toward
peace since he took office than Bush did in eight years.
