boat had been seized for failing to register. No amount of legal
string pulling could get it back.

Bummer. I guess it came down to life or death or boat. He could
probably have hired an agent to clear him in if he'd had more time.
Latinos in general are a stickler for details in my experience.

I wouldn't recommend it... when we in Baja last year, on a Moorings rental
cat out of La Paz, we were boarded by the Mexican Navy. They were looking
for poachers and were mostly interested in seeing our fishing licenses (all
Moorings boats down there are required to have them even if you don't fish).
They were polite, spoke little English, and very professional. They were
also carrying M-16 (or equiv.) and had big guns on their ship.
