It is likely that it is a pro se case..... the travesty of justice is
that there are no penalties to the plaintif in filing these punitive
and frivolous lawsuits.

I've known a few folks that actually make their living by filing such
cases. They never intend to "win," but expect to settle out of court
for an anount less that the defendant (or their insurance) expects it
to cost in litigation.
