Did I ever say they weren't?

Criminality causes people to be poor...that's very clear. It is
exceedingly hard to get ahead in life if you cannot restrain your
violent impluses and plan for the future.

Civilization is basically a bunch of individuals deciding NOT to rob
and kill each other and take things by force that they want.
