To a submarine, always a boat, There are no ships, just targets.

I think that if one vessel can be carried by another vessel, it's a boat.
The one doing the carrying is a ship. It may not be accurate, but it sounds
good.

Seriously, I'm sure it's a simple matter of size. Over a certain tonnage is
a ship... anything less is a boat. Don't ask me what the tonnage is though.
