The main issue is the no discharge issue. It's not really a matter of
the
head or holding tank. It's more about preventing (in a USCG legal way)
the
discharge into coastal and inland waters. For example, the Y value
between
the effluent going to either the holding tank or overboard needs to be
wired closed to prevent it from being pointed to the overboard
discharge.
