Actually the car search rules are a product of the Reno DoJ during the
Clinton administration. It is part of the war on drugs

Cocaine has remained steady at about a hundred a gram since 1970.
Decent weed has gone from 150 bucks a pound to 5000. This is what the
war on drugs has accomplished. That and filling the prisons.
