Neither the US federal government nor any of the states has any kind
of test or requirement or examination to own or sail a boat. The boat
does have to be registered so that a tax has to be paid, but that is
the only requirement.

That isn't correct. Many states have requirements that you complete a
safe boating course and pass an exam to obtain the certificate needed
to legally operate a boat or personal watercraft.

Connecticut for example:

Any vessel with any size motor is required to be registered and
numbered before entering Connecticut waters. Also, any sailboat over
19.5 feet powered by sail alone is required to be registered and
numbered before entering Connecticut waters. In order to operate that
vessel, you must possess a Safe Boating Certificate.


Doesn't the Safe Boating Certificate apply only to kids? I don't live
in CT, but I often stop overnight in CT marinas with a documented boat
(no external numbers but NJ tax decal on the mast.)

I remember reading about the CT test and it didn't affect me at the
time. Are you saying it does now?


It applies to all. It was never just for kids.
