Default sailing regulations

Sailing regulations here in Israel are terribly restrictive. Our
department of transportation has all sorts of permits, tests and
examinations posed on sailors and boats.
I am looking for some good souls to help me gather information on
requirements and regulations in other countries so I can build a case
against our autorities.

If you think that the authorities in Israel will relax their
requirements because other nations are less restrictive, you're
dreaming. That's the classic case of a child telling his parents that
his neighbor's parents let them do something, so why can't they? It
didn't work when I was a kid, and I didn't have the problems Israel
currently has with her neighbors.
